Betting?

So yesterday I was told that Kewberths said that you could bet on tic tax toe games. Then today Djedo said that he never said something like that. So, I'm curious, is it ok to bet on tic tax toe/other games?

Its not betting as there's no dice roll/random chance to it.
TicTacToe i guess is a skill game. Its takes very little skill but is a skill game regardless.

Gambling/Betting is not aloud as stated in the new rules.
