I've caught some guys red-handed.. They hosted a "lottery" which was basically something like this: You pay 20c to buy a letter,you write something on that letter,zhei takes them and glasses them,then he places a prize dispenser,and whosever first letter is,that guy wins The thing is that you have to pay for a letter,and its not placed in some sort of prize dispenser... Time:2:20am cubic time Names:Zhei and []blank[] I reported them in game too...
A letter already worth 15c-20c so selling them from this value is fair. Organizing a chance game in this manner and letting people enjoy is also fair since its not a payaway but a giveaway. Besides that I played many paid games of []BLANK[] and he was one of the most fair and honest guy in this sector. Its so sad for you but this is a liberal economy. Everyone has a right to gain in the way they want as long as its fair enough. You have no evidence to claim such thing (and its directly against forum rules). Seek a real scammer...
Actually...It falls under the games of "chance" because its not a 100% chance that you will win... If he was using a prize dispenser to give the letters away(as other qbees did in past in same sort of events) then there was no problem :*
It doesn't come by chance, the order of the letters from the prize machine is the order the person drops the letters, so basicly the owner has complete control of who wins

Owner is king shadow, he asked me how much c I had and asked me to tp to him. He has tutus and cowls set to 10c, I managed to get 4 before he set price to 21k. I kept a close eye on the vend prices and bought at a slow pace. Remember to watch what you're buying guys.
