Yes it can be rare and someone still get it in their first pack. Say 1000 qbees buy 1 pack. It would be more improbable for a qbee not to get it in their first pack than for none of them to get it.
The big issue here is you wasted your luck on a free to play game. Shame you didn't go to vegas and bet big on something with value :P

I feel like the fashionista perks don't work anyway. My luck used to be super good, but since the level update, fashionista either hasn't been working like it used to, or my luck diminished to "I HATE EVERYTHING" levels.
