What happens if you buy Quest Pack twice?

You cant buy it twice, once buyed the questpack you cant buy it again

Actually quest packs can be bought twice and you get different quests.If you buy it 3rd time it should say you have already bought the quest pack or something like that.

Well if you want to level up fast you should buy the quest pack.
I would save the cubits to make profits because I'm an active crafter/miner so I don't need a quest pack.
If you're too lazy to mine then you should probably buy the packs.
