So... I'm kinda new to this game (only level 12) and when I started, the person who introduced me helped me mine out my realm. I got my first perk (Robotik) and kept mining, but I didn't notice the second perk pop-up until I got the third. I picked faster mining since the slow mining was annoying. I clicked the other one and it had ANOTHER faster mining option. I chose it since I thought it would be a good idea. Now, recently at level 12, Jumpman was another option. When I asked my cousin, he said definitely to choose Jumpman, and that maybe the game was glitched since usually only high leveled players can get Jumpman. Is this a glitch?
EDIT: after asking some friends, apparently faster mining 2 is for high levels only too?

Well, I think Perks can be attained by any level. I think it's just the path you choose your perks. So I don't think this is a glitch.

The new perk system was added so you can get better perks now
