I hate speed perk. The player, who have 15% speed will always win player with less at parcour map

Yes, as stated above. More perks and levels will no doubt come eventually.
As for when, nobody will know. I'm sure the developers have quite a few very interesting additions and possibly events planned before then that will keep them busy.
