Announcement/Important message bumper/block

So i wanted there to be some way to for example tell ppl in my shop that if they want something but the price is too high then to tell us about it or something and i thought of a block or bumper where you put in the message and the time after what the message is told in a custom color but the time cant be lower than 3 minutes or so
