Banned users should not be able to send friend requests

Hi!
I saw in discord that a banned player was still sending friend requests to people I know.

I'd like to suggest that banned players cannot send friend requests to other players while banned.

    I'm pretty sure you should PM the player's name to a mod, it might be more effective to determine a certain person.
