Can't Put Pulse Bombs

Well we can't put pulse bombs anymore on other people's realms while pvp is on, even if you don't have perm it should say "You don't have permission to change this realm!" while trying to put a pulse bomb it it says "Sorry, you don't have permission to build!" problem is, people with quest packs can't do the Dr. kewberno Puzzling Pulsers thing. and also me putting pulse bombs on pvps that has pulse blocks as floor!
