Sorry but i dont really get it, but i guess you mean an extra effect to it.... but the problem is that costumes really wouldnt get any effects affecting anything else than the qbee itself

One has to ask what kind of UI may allow you to use chisel on blocks? I hope you explain later on and realize why its so hard to code. But maybe I am lack of imagination so please explain. Do you mean crafting with chisel or something?
Foam remover, Spawn effects, Clan Flags, Realm Search By Name are good ideas.
items that can only be crafted during certain events are also good idea... ( I wonder when someone will use this in rainbow block discussion just to be jerk to me.)

Anyways i didnt really think about the ui when i made that suggestion, it could be hard to make but since its a randomized pattern every time it can maybe register the breaking and placing of the block
But maybe making grass into a pattern type would be something too, like grass have 3 patterns so if you put it into the working bench that you can make grass pattern 1/2/3
