Always.
I've had steam for 4 years, its always been like that.

you just have to own a payed game to add people.

I only had Cubic Castles and Unturned 3 years ago, and I was still able to add friends

It's been in effect for about a year or two now.

I do add people but I'm a little strict. 10+ level is usually my recommended dose.
