Happened to me to but I could load the forums, website, or even the game itself. I thought wifi issues so I tried on my phone which had 4G, didn't work ether. I assumed it was server issues.
I believe this is a CSS issue, CSS is what makes the web page look good. CSS is one of the last things to load on a website, so it could be slow internet or server issues prevening the CSS from loading. CSS can also be saved as an external file, so if the file breaks or loses connection the website can still work but the design aspects of the page won't.

That's most likely due to our recent network issues, the server simply isn't able to send all the information. Should be back to normal soon, I apologise for the inconvenience.

Happened to me too, but as the screenshot from http://cubiccastles.com/ says, it is "Network Issues"
The game was also not loading for me, but now it is.
all the cc websites could not be accessed for some reason e.e
