Whats the best pc to play cc on??? My windows 10 SUCKS

These are the minimum system requirements listed on steam:
Processor: Athlon 64 or higher
Memory: 8 GB RAM
Graphics: 1024x768, DirectX 10
DirectX: Version 10
Network: Broadband Internet connection
Storage: 100 MB available space (About)
Edit: I love coding, but I get confused some times. So if you all can help buy dumbing it down that would help!

Desktop or laptop?
One way to check:
1. Right click desktop
2. Select "Display settings"
3. Select "display"
4. Scroll down and select "Advanced display settings"
5. Select "display adapter properties"
6. take a screenshot of the window and share it with us.
Graphics card is everything for gaming. You could have low ram and an old cpu, but have a fairly new GPU and still play games like Skyrim.
Laptops VS desktops. Laptops are notoriously bad for gaming, and not cost effective through mobile. And majority of "non gaming" laptops do not come with 3d accelerated GPU that is required for majority of games.
My spare desktop specs is attached. It plays skyrim perfectly well. It's all about the GPU.
