Fadey Foam and Phantom Foam not working on Foundation Plots?!

I was just building my Halloween Town Entry, and couldn't use Phantom Foam or Fadey foam for my plot that I bought.

It is a vital thing for my build. I don't know if it is a bug or just me, it probably is a bug.

    Yes, that feature was added to prevent trolling, but it's bad for people building houses, because they would not be able to see inside
