Suggestion: weather rotation bumper and new weather effects

It'd be nice if we could switch between snowing/not snowing or day/night (particularly when building/altering night rooms/realms) Even better with a timer for survival games!

Also some effects I'd like to see as a stamp:
- falling leaves day (with an autumnal sunset backdrop)
- falling pink and white petals
- falling multicoloured confetti
