Questions about these New Quests

Hey! Loving these new quests but here is what I am wondering about them. Who gets these new quests? Of all my accounts, only my level fifty one had gotten these quests. Both my alts have bought the quest pack already. Is it mandatory to complete all previous quest pack quests before being rewarded with the new ones?Is it just a no alt thing?
I am also wondering about the lack of warp anchors. It seems a lot of these realms' secret spots can be easily accessed through just tping. Is that supposed to be intentional (Just curious. I don't mind if they do that because if they tp to the end, THEY miss out on all the fun)?
