What flag is this?

I sometimes see new players with this weird flag, and its, not a country flag, I know it isn't a country flag, so what could it be?

There are a few custom flags that can't be used such as a police one.. When you know that bugging player can spawn with a level 2 character with no name and the flag of Romania, I assume that's either a bug or a mod undercover. :P

i saw another person with it before but i didn't screen shot it and i don't think it was a mod, rather i think the flag is a bug
