Pet Level questions...

So with the recent purchasing of my Black Cat (Level 11 currently), I have a few questions.

1) What is the minimum level that is required to take a Black Cat out of it's kennel?

2) Do lower level accounts help you level your pets up faster (comparing a level 15 to a level 40 account)?

3) Lets say you have a level 15 account that has no Pet Pal Perks, and then you have a level 60 account with all the Pet Pal Perks (Pet Pal 3), which account would level pets up faster in general?

But, I thought the logic behind pet leveling was that when YOU get xp, your PET gets xp, so higher levels got xp less often. But maybe the perks really DO have that much of an effect on them.

No, you barely have any effect at all. It takes 3,000 blocks placed for all levels, (without perk) besides 50, (which takes 14) the only thing that does effect pet leveling, if the perk.
