Remove login attempt on creating an account

I know the reason for that is to make sure that some people cant break in on other's account but sometimes when I want to make alt account I always pick already made names so after many tries I will have to wait for an hour to pick another name. So my suggestion is to add the restriction to accounts that has passwords only, and not to the signed out machine.

@Medications just Friend the name that you want to check is available... if it says no such user, you can then use it.
