Can't seem to make my game smaller.

I just can't seem to make my game smaller. It's always full screen, I have tried going into setting and turning off full screen, but it doesn't do anything but give me white lines along the edges. i also can't drag those lines, so em.. Any ideas?

i'm on a pc btw

    Change the resolution, not just fullscreen :P
