Friendship Quest

Is there an issue with the Friendship quest? I am pretty sure I've tried all sorts of ways of friending since I got it (I've friended some folks, other folks have friended me (and I've accepted), etc), and it still isn't completed. Is there something specific I need to do to accomplish this quest that I'm missing?
