Just an idea I had, why not make two levels of trusted, so that certain people whom you might trust completely can have access to realm setup as well or can pull claim bumpers as well?
It would be the same concept of trusteds.
Or
Trusted group 1 and trusted group 2 ect.? So some people you can make a trusted later or something....
And a new setting which is “clan mates only” for something like a clan mine realm
