Buying seven easter packs only getting one pack?

Alot of players have been claiming lately(either by holla or in person) that theyve been opening 7 easter packs and say theyve only gotten one pack. Has this happened to anyone else? Is this a bug? Or is this common?

not only 7 i opened 13 pack almost all the same i get

You can be very unlucky and get no hats out of even 20 packs.
No hats from the pack = You got only blocks
And these blocks are stackable and you get almost same blocks in 20 opened packs.
So maybe they got confused and blame it on that :P

Yeah, you do not get a clothing item in every single pack.
