Can report other players for insulting on a forum?

I'm not entirely sure what your talking about but I think I know.
If you mean how do I report people on the fourm it is quite simple all you do is press the "flag" button next to the person you are reporting on the post they made.
If you mean can you report people on the fourms via the "report button" ingame then that is not advised as that is for bad/illegal ingame activates.
