Perks that I can never get?

Hi, On my Cubic Castles account if I go to profile and look at my perks some of them I cannot get anymore
with the new leveling system? Is this intentional,bug or unfinish?

there is a new menu for perks - at the bottom left from where you open the profile

There are a couple of perks that aren't obtainable anymore, such as miner 3. I wonder if some of them were removed so that you could get all the main perks in 60 levels.

What did miner 3 do?

I think it was a 15% chance of double mining. Right now it's capped at 10% chance.
