Can We Still Not Change Profile Picture?

Still shows up, "Oops! There was an error" When I try to change my profile picture (no offense @IronFish it's a great picture). It did this a long time ago and I was wondering if it has changed yet. Really, I don't care about whether or not I can change my profile picture, just wondering.
