Don't know, I don't think I've ever been there. If it's called "staff lookout" then maybe it's just for staff?

It was a little staff lookout (As the name implies) that was created by Horus quite some time ago when the jail was used to keep in banned people. Back then the jail wasn't muted so we had to watch over the bad qbees. You get there by warp food which was given out to staff members only and is not accessible any other way the last I was aware.
