Fix heal wand

@SirKewberth , please fix the heal wand. It's near impossible to kill someone with heal wand. They can just spam it and nobody will be able to kill them. Make them heal less or have a cooldown so it is actually possible.

Don't you need to be against a bloc to heal? Would work fine in a flat arena tbh
