The 5 per year rule doesn't apply to those items. It only applies to super rares (100s of thousands of cubits).
For example: They gaveaway 100+ slime costumes when they were 150k each, even with that policy in place. In theory, they could giveaway 100 krimpus masks right now if they wanted to. But they also aren't looking to ruin collector value on purpose.
