What is "Cubic Time?"

I've heard mention of Cubic Time, but I don't know what timezone it's based off of. Could someone please elucidate?

Side note: I'm aware that there is probably already mention of this, but I'm not willing to sift through countless comments and discussions.

    Just type /time when you're playing CC ^^ that way you can compare cubic time to your time zone
