In cubic learning center it says the recipe is ghost dust + cloudy potion
I'm not sure if the recipe is wrong, but whenever I try placing those in a crafting table or an anvil no recipe shows up.

The recipe is correct(Cloudy Potion + 6 Ghost Dust = Phantom Foam).
You should be able to craft it.

It says that it's 1 ghost dust and 1 cloudy potion in learning center
I guess that was the problem

Yes, the learning center has some differences compared to the recipe page.
I prefer to use the recipe page to check on recipes as it tends to be more accurate then the learning center.
