What do you mean, like sending a friend request to someone in game? If that's your question... Yes, go to the menu by tapping the note pad looking button in the top left corner, then tap the friends circle, then tap add friends, then you can type in a name or request someone in the same realm. If you mean on the forums, that's a yes as well. But, you have to be a familiar member which can be purchased under the karma store tab for 5.00 karma. I don't know the exact way to send a request because I haven't spent my karma on it yet... But, I'm pretty sure it's an button that you can press on the user's profile you'd like to friend request.
