My game was just updating and I ran onto this

Why is it so? Is it my computer or is this a bug/error?

    Hey Captain! I have a lot of problems with steam and I get similar messages as well. it will tell me CC is out of date, it will tell me CC is already running, and other things like missing file blah blah. It sometimes helps if I restart my computer and instead of clicking directly on the CC desktop icon I bring up steam then go to CC.

    Yw I am sorry I couldn't help you more! I just know restarting my computer works to getting it going when it is refusing to.
