I dont think there is a maximum, as long as you dont spam and dont make discussions on the same topic. And follow the forum rules of course ;)

There isn't any maximum, but don't create too many or a warn may be delivered

Pretty much answered. We won't warn someone for creating multiple threads, however if there are multiple threads on the same topic, or for karma farming/spam purposes, a warning is usually issued.
