I was in off-topic,reading rules and etc...

why off-topic can't be normal as that normal cubic forums?

I think,if delete this rule about off topic, I go like it,bc I love go in off-topic,it is cool,and for me,better than others topics

It doesn't say for off-topic tho.
It mentions rules for off topic sub threads then goes on to explain the rules for the forum games which happens to be in off topic.
You can post as much as you want in non forum games off topic threads (within reason)
