Raffle tokens ignore no littering blocks?

If you throw a raffle token near a raffle box at the perfect spot, it will drop, even with the no-littering block.

    No one is gonna litter a place with tokens.

    Raffle tokens and cars (after the recent update) can be thrown even with the no-litter block. It was made it that way for convenience of users who need to place down cars or put tokens in.

    Well previously, there was no way to enter a raffle, so this change was meant to be
