Perk Glitch?

So, I didn't choose a level until level (3) and when I chose my perks I got to choose "Faster Mining" twice, due to this.
It registers as 75% speed.. should this be allowed or not? :P

This glitch works like this i think: you have chosen no perks until level 3, so you can eventually choose 3 perks if you open it, but i think the perks doesnt load new ones without leveling up

This glitch exists already a very long time, and almost everyone uses it xD

Btw, i tested it some time ago, it seems like it works at every level
